PM Modi Chairs 11th NITI Aayog Governing Council Meeting — Viksit Bharat 2047 Vision Takes Centre Stage
Prime Minister Narendra Modi chaired the 11th Governing Council meeting of NITI Aayog in New Delhi on June 11, 2026, bringing together Chief Ministers and Lieutenant Governors from across India for a high-stakes discussion on the country’s development roadmap. The meeting, held at the Rashtrapati Bhavan Convention Centre, focused squarely on the “Viksit Bharat 2047” vision — the government’s ambitious plan to transform India into a developed nation by the centenary of its independence.
The Governing Council, which is NITI Aayog’s apex body comprising the Prime Minister, all Chief Ministers, Lt. Governors of Union Territories, and key Union Ministers, serves as a platform for cooperative federalism — the idea that India’s development goals can only be achieved through collaboration between the Centre and the states. This year’s meeting carries particular significance given the changing political landscape, with several new Chief Ministers attending for the first time.
Viksit Bharat 2047: The Roadmap
The centrepiece of the meeting was the presentation of the Viksit Bharat 2047 framework, which outlines specific targets and milestones across seven key pillars: economic growth, human capital development, infrastructure, sustainability, governance reform, technology adoption, and social inclusion. The framework envisions India reaching a per capita income of $12,000 — the World Bank threshold for high-income status — by 2047.
NITI Aayog Vice-Chairman Suman Bery presented data showing that India’s GDP needs to grow at an average rate of 7-8% annually for the next two decades to achieve this target. “The math is clear — we need sustained high growth combined with equitable distribution,” Bery told the Council. “This requires every state to perform at its potential, not just the traditionally high-growth ones.”
The framework also includes state-specific development compacts, where each state agrees to measurable targets in areas like education outcomes, health indicators, infrastructure quality, and ease of doing business. In return, the Centre commits to providing financial and technical support tailored to each state’s needs and challenges.
Key Issues on the Agenda
Beyond the overarching Viksit Bharat vision, the meeting addressed several pressing issues. The impact of the US-Iran conflict on India’s economy was discussed extensively, with Chief Ministers from oil-dependent states expressing concern about rising fuel prices and their cascading effect on inflation and fiscal health.
The monsoon outlook and agricultural preparedness were another major topic, particularly relevant given that the India Meteorological Department has predicted a normal monsoon this year. States were urged to ensure adequate irrigation infrastructure, crop insurance coverage, and procurement mechanisms to protect farmers.
Digital governance and AI adoption in government services also featured prominently, with NITI Aayog showcasing pilot projects in states like Andhra Pradesh, Tamil Nadu, and Rajasthan where AI-powered systems have improved the delivery of welfare schemes. The recent launch of the Bharat Gen AI model was cited as a milestone in India’s push for digital sovereignty.
Education reform, particularly the implementation of the National Education Policy (NEP) 2020, was discussed at length. Several Chief Ministers raised concerns about the pace of implementation and the need for greater financial support from the Centre to achieve the policy’s ambitious goals.
Political Dynamics at Play
The meeting was not without its political undercurrents. West Bengal’s new BJP Chief Minister Shubhendu Adhikari attended his first Governing Council meeting, signalling a shift from the confrontational approach that characterised the previous TMC government’s relationship with the Centre. Adhikari reportedly presented a detailed development agenda for Bengal, seeking central support for industrial revival and infrastructure projects.
Several opposition-ruled states, while participating constructively, raised concerns about the allocation of central funds, GST compensation, and what they described as the Centre’s growing tendency to bypass state governments through centrally sponsored schemes. Kerala Chief Minister Pinarayi Vijayan called for a more equitable distribution of resources, while Tamil Nadu’s Chief Minister emphasised the need for greater fiscal autonomy for states.
The Prime Minister, in his closing remarks, urged all Chief Ministers to rise above political differences in pursuit of development. “Viksit Bharat is not a party’s vision — it is the nation’s vision,” Modi said. “When we sit at this table, we are not rivals. We are partners in building the India that our children and grandchildren deserve.”
Action Points and Follow-Up
The meeting concluded with a set of concrete action points, including the formation of state-level Viksit Bharat committees, a quarterly review mechanism for development targets, and the creation of a digital dashboard that tracks progress across all states in real time. NITI Aayog will also set up sector-specific task forces with representation from both the Centre and the states to address critical areas like water management, urban planning, and skill development.
